My wp user not able to change profile picture.

In my wordpress website wp user is not able to change his profile picture and cover image, that means choose file option is not coming, please tell me how to fix it.
There it is written like this-
Change Profile Photo
Your profile photo will be used on your profile and throughout the site. If there is a Gravatar associated with your account email we will use that, or you can upload an image from your computer.The site I need help with is [visible only to staff] (email visible only to moderators and staff). It is not hosted by WordPress.com or connected with Jetpack. This site is not linked to my WordPress.com account.
