I have myOwnDomain (let’s call it myOwnDomain.com) which is currently static HTML and I plan to move to a hosted WordPress site for the $17.
I have just checked and myOwnDomain.wordpress.com is not available. Does this prevent me from having a WordPress hosted site but with my own domain name?

Nope. The WordPress.com version of the domain doesn’t have to match your custom domain.
Also, note that if you already own the domain you want to map, then you just need the domain mapping option for $12 per year. If you are purchasing a new domain, the price is $17 per year or $25 per year with the privacy option.
