  The navigation tool bars don’t include plug ins. How do I add to this, and also add a further user?

  Hi there,

  We would like to be able to help, but we’re limited because your host (Namecheap) uses the open-source variant of the WordPress platform which functions differently than the custom variant we offer here on our managed WordPress.com service. Because of this we don’t have access to your server files, or the ability to take a closer look at your site.

  We use a different toolbar system than self-hosted WordPress sites like yours, but the good news is that you can find help from the folks in the open-source WordPress.org forums here: https://wordpress.org/support/forum/how-to-and-troubleshooting/
