Need help reducing image size to fit within header (Libre theme)

    Hi! I’m setting up a new (free, Libre theme) blog I want to make a header from some original artwork (a B & W ink drawing of a standing figure). The image size is taller than it is wide, and the original image height is over 7000 pixels. I can easily reduce the image to 300 pixels high in Photoshop and convert to .jpeg or .png, which would probably look ok though I lose image quality, if only I could only reduce the size of image in such a way that it fits within the original header window.

    Instead, no matter whether I load the original large file or the reduced one, it only shows the top of the image in the cropping window, and once I pull the selection area down to include the entire image, it appears as huge on my blog. In short, I can do a huge image with high quality (7000 pixel high image), or I can do the same size huge image with low quality (300 pixel high image), but I can’t seem to reduce the size of the image itself to fit within the original header height. What am I doing wrong? I thought making it 300 pixels high would reduce the size of the image, but it doesn’t seem to do that at all.

    I also tried reducing the image once uploaded with the WordPress image editor. Same result.
