Need very basic help with css pages

    I am trying to help a school with creating a blog on their WP website. The web developer we were working with gave me the following directions, but I’m not familiar with WP at all and could use some guidance. I looked through the Intro pages and couldn’t see how to complete the first step:

    Add a custom styles stylesheet:
    a. Make a blank file called “custom.css” or whatever you’d like really.
    b. Add the reference to “custom.css” in the “head” php file below the reference to “main.min.css”.

    I don’t see how to create a blank .css file?

    This is the WordPress.COM support forum. You cannot get support for any WordPress.ORG software here at all. WordPress.COM is a turn key operation it’s not a platform for those who are into coding. You need to post to the WordPress.ORG support forum for help with that site because it is not hosted by WordPress.COM.

    WordPress.com and WordPress.org are completely separate and have different logins http://support.wordpress.com/com-vs-org/

    If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
