Network dashboard of multisite inaccessible (displays white page with ‘not available’)

1. I have a site that is a multi-site network and I am unable to access the network dashboard to update plugins etc. Each time I attempt to access it, I am taken to a white page with ‘not available’ displayed. Hence. I am unable to carry out any Network tasks and operations.
2. Also, I am not sure why my website is not linked to this WordPress.com account. I have tried password reset and account recovery but nothing has worked. I am also unable to add the site to this wordpress.com account.

What is the URL of the site with the problem?
