Hello, I need to move all the content on the current home page to a new page so that I can create a new home page without the current homepage’s header and footer.

You can copy the current homepage to a new page using WodPress’s default option. You can follow this guide to know how you can do it: https://wordpress.com/support/copy-a-post-or-page/
After copying the page, you can create a new custom header and footer for the page. You can follow the guides below to learn how you can create a different header and footer for the new page:

Hi fozlarabbinafees, thank you for taking the time to provide input and feedback. This process is proving a little tricky. For background, I created my website for a digital marketing course based on a fictional battlefield tour company.
What I would like to do now is to take all that content I created on the current homepage and move it to another page so that I can create a new homepage with new content such as my work bio, etc. and a new header and footer.
And I want a link on the new homepage to link back to the current home page so that viewers can see the type of website I created for the course work.
But I keep running into template issues as I believe I have to use a new template for a new homepage. It seems pretty straightforward to make the necessary content changes for the new homepage, but then I lose my original homepage after I save. When I go to Settings->Reading, I do not see from the drop-down menu an option to choose the new template.
I hope this explanation for my objective is clear enough.

Thanks for sharing the details. As you will have two homepages (old and new), you need to set one as the actual homepage from Settings > Reading and the other link from the homepage. I am not sure how you planned to link it. I believe you can do it via a hyperlink.
If you create a new header for the specific page (new homepage), it shouldn’t change the old header. You can use Template Parts for that. I would suggest reviewing this guide about creating Different Headers for Different Pages, which could help you make a completely new header for the new homepage.
