  Hello,
  I am new to WordPress. I plan to create free jobs board – which I may one day upgrade to a paid service. initially, I will create a free service. Do I need to have a registered business LTD in order to sign up for the WordPress business package?

  I don’t have a site with WordPress.com yet

  No, you do not need to be a registered business to pay for the Business Plan. :)
