New user not in All Users list

  I sent an invitation to an email address to set up a login account to view my blog. The email recipient accepted the invitation, set up login credentials, and activated the user account. Now I want to invite the user to the editor role, but the user account does not show up in the blog’s list of all user accounts. Can anyone tell me what may be going on here?

  My blog (chogupdate.wordpress.com) is a private blog, and includes the paid upgrade bundle which was purchased at signup.
