New users locked out

    Hello! I’m an administrator with my page, and I’m trying to add a new user who is an employee at our website. But once she was added, she tried to set up two-step authentication and was told ‘this site is marked private by its owner.’ The back end of our site says she’s been added, however. I can’t figure out how to change this setting!
