No access to deactivate plugins or other plugin options – as Administrator

  Hello,

  This is a new one by me, Im admin and have root access, as far as Im aware no changes should have been applied to the site, but I cannot access any update options in the admin area.
  
  How is that possible? Is there a flag I can edit in the database to enable that.
  I’ve disabled plugins I thought may effect that, one being User Role Editor.
  
  I can activate and deactivate themes. But there is no option available to upload a new theme.
  
  I believe someone may have changed settings, whjich may be mapped to the database, but trying to track down where that is.
  
  Adding a new Administrator doesn’t resolve the issue.
