No "Add New" Theme Option

  I don’t have the option to “add new” theme. I know I need wordpress.org, but don’t know how to get it.

  The blog I need help with is: (visible only to logged in users)

  I just paid you guys $99 dollars to do this add my theme to my wordpress.com blog. If you’re not going to do it, I’m requesting a refund, please.
