All Single Posts come with a comment box by default unless you’ve turned off Discussion for your entire site.
Like 99% of the themes on WordPress.com (the exception are the two versions of the P2 theme), you won’t see that comment box on the front/home page of your site. But when a site visitor clicks through to see the individual post, like this one https://wherearethefeds.wordpress.com/2015/07/16/this-blog-is-a-continuing-story-in-serial-form-a-new-chapter-will-be-added-every-friday-new-content-added-7-18-2015/ , they can leave a comment at the bottom of the page following the content of your post. See here: https://en.support.wordpress.com/comments/
It looks to me like you’ve added a Contact Form, which is an entirely different function. The feedback entered there will be emailed to you and will not appear on the front facing part of your site. https://en.support.wordpress.com/contact-form/
Let us know if you need any further help.
