No dashboard or appearance tab on the menu of my wordpress.org site

    I have a wordpress.org site, created by someone else. I’m trying to update some of the material on the site but keep finding directions online to go to my ‘dashboard’ or the ‘appearance’ tab in the menu. I have tabs for posts and pages and media and plugins, etc. But not for dashboard or appearance. But the original problem that I can’t find an answer to is how do I add a link to a new page on the site on the top banner navigation bar?
