No more plugins access. Don't tell me to click "plugins"-doesn't exist anywhere.

There is nothing anywhere in my administrative pages that so much as mentions plugins anymore. It’s as if there is no such thing. I don’t know if this is a bug or what, but every thing I’ve tried doesn’t work. I thought perhaps I had a bad version, but everything I’ve tried (following forum suggestions) to determine my version is also gone. Basically every instruction I’ve found for anything I want to do refers me to things that simply don’t exist anymore.

That’s right. There IS no such thing.
You cannot add plugins to a WordPress.com blog.
You are clearly reading instructions for WordPress.ORG blogs. Stop doing that.
Your instructions will be found in the Support docs at http://support.wordpress.com/ and will not include plugins because as I said, you cannot add plugins to a Wp.com blog. It’s a security precaution.
