Apparently ,Word Press org and Word Press .com don’t have the same dashboard.
The plugin tab doesn’t exist in Word Press .com.
I bought a software in order to use it with Word Press ,I have seen the video presentation of the seller on my laptop,however he has in his dashboard the plugin tab.I am not sure which Word Press is using.
It ‘s so confusing,especially for the newbies.
When I go to my dashboard I can’t see it. -

If you are seeing a plugin tab, it is self-hosted WordPress.org.

There is no way to see the plugin tab on WordPress.com.
