No "Plugins"

  ON my Dashboard,the part “Plugins” is not placed .Why?
  I want to install the “qTranslale” using the “Plugins”. Please tell me the reason.

  There are no plugins allowed on WordPress.com blogs, for security reasons. They are only for WordPress.org.
