  1)I am not able to purchase personal plan, every time i checkout to purchase the screen stuck on (https://wordpress.com/checkout/thank-you/mncacademydotcom.wordpress.com/pending/47610683).
  2) i am not a developer making site first time, I am making exam prep site for student , can i get Quiz Maker plugin with personal plan.

  If you want to use plugins on the wordpress.com platform, you must upgrade to the Business Plan.

  Hi there,

  I know we have a lot of problems with the Bank of India blocking international purchases, including purchases on WordPress.com. I would contact your bank to confirm they are not blocking the payment, and if they are, ask them to allow this purchase to go through?

  Also, as @staartmees mentioned, you will need the Business Plan in order to install plugins:

  http://wordpress.com/business
