Not seeing Home Page Settings in Customizer

Hi —
I am trying to setup my Home Page using the “Stratford” theme. When I activated the theme, I noticed that it automatically added a page titled “Home” in my Drafts pages. The Stratford theme asks to go to Home Page Settings within Customizer, but I am not seeing any such option under Customize, the only options I am seeing there are: Site Identity, Menus, CSS, and Widgets.
Note that I am still just trying out the FREE version of wordpress.com, and I haven’t quite entered details of the host or published / launched anything, but I don’t think it should matter.
What am I missing? How can I customize my Home Page. Where can I find Home Page settings to customize my Home Page?

Update: I was able to see HomePage settings in Customizer as soon as I published that page. This was not very apparent.
I have a follow-up question now: I created my own version of the Home Page and published it, however, there is no way for me to test out the links on it. Is there any way to test these easily without publishing first?

Also, is there a way to see the final home page with the clickable menu and other links?

Yes, you can always view the live site via the URL. In this case, that’d be,
https://meherbabainformation.wordpress.com/Can you tell me more about the links that you want to include in the site menu.
Generally speaking, you’ll click on My Sites – Design – Customize – Menu – Add Menu Item to work on the menu. You can drag and drop the menu and even nest items.
