Not sure what plan to go for

I want to be able to develop some websites for prospective customers. I need a subscription where I can develop many sites, and dispose of those not needed. When a prospective customer decides they want what I show them, then I can create a domain and host it. Which would be the best plan and where should I have it hosted? Thank you.

You can create as many sites as you want in your WordPress.com account, completely for free.
But WordPress.com plans are purchased per site, not per account, so for every site where you want to make use of paid features, you’d have to buy the applicable plan to add those features.
If you create sites on WordPress.com, we are hosting those sites.
If you actually want to use the open source WordPress software instead, then this is not the right forum.
Support for that software is provided by the WordPress.org community at https://wordpress.org/support/forums/, but WordPress.org is not a hosting platform like WordPress.com, and that site doesn’t sell anything.
For hosting you’d have to find a hosting provider that supports the WordPress software, and then contact that hosting provider directly to enquire about the plans and options they offer.
There are hundreds of hosting providers on the web that are set up to host the WordPress software, though we recommend Pressable and Bluehost:
