  Hi,
  My wordpress only shows a stripped version of the dashboard and its completely unusable. This is new and it says I do not have permission to update the site. I am the only user in the whole site and it also says,

  ‘NoToJo is linked to another WordPress.com account. If you’re trying to access it, please follow our Account Recovery procedure.’

  I am simply trying to update my website that i have used for years. Please let me know what i can do to access my site and edit it.

  i can access the site just fine
  Once I log into wordpress though i see a unformatted html looking menu that cannot be navigated because it says 403 forbidden.

  That is a self-hosted WordPress.org site, hosted with Hostgator, which we really can’t help with here.

  To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/

  WordPress.org has complete documentation for self-hosted/installed versions of WordPress.org at https://wordpress.org/support/ and support at https://wordpress.org/support/forums/

  Thank you, i received this from hostgator so i assumed it was wordpress, did not understand the difference between the .org/.com

  Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.
