Hi there,
The word “offline” has a few possible meanings here so let me clarify that if your compute is “offline” and you do not have an internet connection, you can use the WordPress app on your compute or mobile device to access and manage your site. https://wordpress.com/support/offline-editing/#official-word-press-mobile-apps
However, you can set your site to “coming soon” so that no one else can visit the site while you are getting all set up and ready for launch. So in this way your site is not public or “offline” to everyone but you. As the admin of the site you have full access even if it is offline for other visitors. This would allow you to work on your site if you have an internet connection, wether you use the app or your browser.
Are you wanting to set on of your sites to “coming soon” mode so you can work on it in private, and it is offline for other visitors? If so you can do that by following the steps here: https://wordpress.com/support/settings/privacy-settings/#coming-soon
