  Are there any offline tools to create a WordPress website with on my local machine?

  Hi! Are you looking to work on your posts and pages offline, or actually configure the entire site (plugins and all) and then upload that to host?

  An app can definitely help with posts and pages:

  Complete site but not actually completely offline. Just don’t want the site live/published.

  Ah, that is quite different. You can set your site to be “private” which is a way to create a site on WordPress.com that is NOT PUBLIC so that you are the only person that can visit and see it.

  So it would technically be “online” but other people (and search engines) would be blocked from visiting it.
