Optimizepress Uploading themes/plugin???

  optimizepress themes upload button doesn’t appear. Same issue with the plugin button.
  What am I doing wrong?

  Nothing. WordPress.com blogs do not have plugins. And you cannot upload external themes to them either. http://en.support.wordpress.com/plugins/
