option to turn off comments does not appear

  I want to disable the comment option on my page. I went to “Discussion” but there is no place to check off disabling comments. Why doesnt that appear and how to I turn them off?

  The options in the Settings -> Discussion section of your Dashboard only set the default to disable comments on future posts.
