Orders not going through if they exceed a certain amount

When customers try to place orders exceeding $200, they get an error message that their address does not exist, or a similar message related to shipping address. Initially we thought that there was an issue with the zip code, but that was not the case. Besides, many of these customers have already placed orders before and have a website customer account. When the customers split their order into two or more smaller orders under $200, they go through. How can this be resolved?
