Our Neighborhood Association site on association.wordpress.com has been hijacked

Our Neighborhood Association site has been hijacked. The guy that was handling the site moved away and we cannot contact him. We have the print out from the Administrative Platform with Accesses but the accesses do not work. We asked WordPress to authorize us to access the site, but since 2010 they have refused and they also refused to take the site down so that we could start a new one. Now, 4 years later wordpress wrote me to say that a New User has been Registered on the site! How did that happen? WP told me that if the person trying to sign in via wp-admin does not have the WP cookie on their computer, they cannot log in to the administrative page… yet here is a New User, who, upon Googling his name and email address, turns out to be a hacker who has spam activity on 503 websites! And altho he has been blacklisted since May 21st, 2014, he is still seen as late as May 30th! This problem could be resolved if WP would either let us have access to our site or just take it down and we can have a new one put up… but no, they only register a Hacker!!! What do I have to do to register as the Admin of the site?
