  No you can’t because that’s not the way wordpress.com works. WordPress.com is a CMS or Content Management System. All content is stored in a database and the system doesn’t use html and css files.

  It’s possible to copy the content from your html files to the wordpress.com platform, but you’ll have to do this manually, file per file. You find usefull info in our extensive documentation, https://wordpress.com/support/import/converting-an-html-site-to-wordpress/
