Oxygen not working on EI 8.0

Hi,
I have sent two inquiries before. I’d like to summarize, our organizational blog went live today, however, it is not displaying correctly in Internet Explorer 8.0.The recent posts images pop-over and the layout doesn’t work.
After some research, it seems that a tag in the header section would resolve the issue, so as to foce the Document Mode of the website to be viewed with EI 8.0 Standards.
This fix seesm to be best controlled through the web site. Below is a little section I took from a google search:

You can force a particular document mode by using the X-UA-Compatible HTTP header or by using the <meta> tag equivalent:

The template/blog works beautifully in Firefox and Chrome, but the majority of people still use EI!

Thank you for providing this additional information. If you can make a screenshot of the layout problems you see, that will really help. You can upload screenshots to your Media Library under Media > Add New in your dashboard, or you can use an online service such as Snaggy.
