page not visible, why?

  Hello, I have two questions:
  1 I created a page for comments in my blog, but it does not appear, why?
  2 about the title of my articles (I have published 5): in 2 cases it is at the beginning of the page, in 3 cases it is at the bottom. How can I put them all on top? Thanks!
