Paid Personal Plan Active, but MCP and Filesystem Access Still Limited

I recently upgraded the following site to an active WordPress.com Personal plan:

The upgrade appears to be attached correctly because the site’s storage allowance has increased to 6 GB.
I have confirmed in the WordPress.com dashboard that:
- “Enable MCP access for this site” is turned on
- Read permissions show “All enabled”
- Write permissions show “All enabled”
However, the WordPress.com MCP API still returns:
- Status: limited
- Reason code: wpcom_free_grace
- A message identifying the site as being in the free-plan grace period
Plugin management also returns:
- paid_simple_site_plugins_unavailable
- A message stating that the site remains a Simple (non-Atomic) site
The WordPress.com Support Assistant confirmed that my Personal plan is correctly attached and advised that backend activation may be required. However, the support system still treats my account as unpaid and will not connect me to paid human support.
Could a WordPress.com staff member please escalate this issue to the appropriate account or hosting team and review the paid-plan and MCP entitlements privately?
Because this is a public forum, I have not included my subscription ID, transaction ID, billing record, registered email address, or diagnostic PDF. I can provide all supporting evidence privately to an authorized WordPress.com staff member.

Thanks for the detailed write-up, and for holding back your account details on a public thread. That was the right call.
I’ve looked into this, and I think the timing explains what you ran into.
When a WordPress.com site is upgraded to a paid plan, it moves to the hosting environment that supports plugins, themes, and filesystem access. That move happens automatically, but it isn’t instant, and it finishes a little while after the upgrade itself completes. Until it does, the site is still on the standard hosting setup, where there is no plugin backend to read from yet.
That is what the two messages you saw were reporting. The plugin response in particular is telling you that the site had not finished moving over yet, rather than that your plan is missing or that plugins are unavailable to you. Plugins and themes are included on all paid plans, so nothing about your Personal plan is standing in the way here.
Your site has since finished that move, so when you have a moment, please try your MCP calls again. I would expect both the plugin management and the filesystem access to behave differently now.
If anything is still coming back as limited after you retry, please reply here and let me know exactly which call you are making and what it returns. There is no need to post any account or billing details publicly, and if it turns out we need those to dig further, we can pick it up privately by email instead.
