  Goodday
  I want to know will i have to pay for usage if i just want to create a page using wordpress. I don’t want to launch a page, it is just to play arround and learn practicaly?

  Site: (email visible only to moderators and staff).
  WP.com: Yes

  Correct, hosting with WordPress.com is absolutely free. You only pay if you decide you want additional features for you site via the various paid plans available or a custom domain:
