  I would like to pay for the premium upgrade however, I can only pay monthly, is that possible.. or is it only a one year sum?

  We don’t currently offer any monthly payment options, no. But we do have a Personal Plan that’s significantly cheaper than the Premium Plan:

  Does the personal plan allow me to just have .com or .live at the end of my url.. not .wordpress.com

  You can register a new domain or map an existing domain as part of Personal, yes. But make sure to first add the plan under My Site ->Plans, then add the domain afterwards at My Site ->Domains.
