Yes, the first year is free, just the domain is free, the plan you have to pay for. The domain is free when you purchase it together with a plan.

What is the domain that you are trying to renew?
I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.

If it is a new purchase, then you are being charged because that is the cost of the plan WordPress.com plan you are purchasing.

The first year of domain registration is free with all plans. For the second and subsequent years, the cost is whatever the price of the plan is + the cost of domain renewal (varies depending on what extension you are using, but is $18 for a .com domain)
