Payment for my website (PayPal issue)

  Hello,
  I accidentally selected the wrong unauthorised payment on my PayPal account and now I have no access to my blog and I’ve been asked to pay $96 when I paid this in November to continue using my domain.
  Please could someone look into this for me?
  Has the $96 been refunded back to PayPal or my own personal account?
  My blog has been blocked and I don’t want my views for this month to suffer so I would appreciate assistance with this matter.
