  Sir I want to upgrade my free plan to premium plan but I am unable to pay for plan every time it shows ‘Payment declined ‘ try with another card
  I try with 4 to 5 cards

  Sometimes your bank may block the transaction, even if your card works for other purchases. Please contact your bank to confirm that they are not blocking transactions from WordPress.com. Also, make sure that your card is valid for online and international transactions.
