  I am new at this can I not start paying ones I have setup my website first because it will take me some time to learn how everything works etc. Will I be able to do this myself even if I have no experiences setting up a website? If I have 3 x websites to develop will i pay 900$per year?

  You can work on the free site https://powerflowerdotcodotza.wordpress.com/ for as long as you wish and upgrade to a paid plan if and when you’re ready. (An upgraded plan only applies to one site. If you needed three sites with upgrades you’d need three upgraded plans).
