  You need to be on plan Premium or above to be able to join the WordAds program. There are also other ways to monetize your blog, have a look here:

  Can I register my free website in Google AdSense if my site accumulate many visitors and engagements in third part like Facebook

  To be able to display third-party ads, like Google AdSense’s, you would need plugins and those are available on plan Business and above.

  It’s not possible to earn with ads on a free site.
