  i want to deactivate my both sites and start all over again with the same email address

  The blog I need help with is: (visible only to logged in users)

  “mydreams98.wordpress.com is no longer available.
  The authors have deleted this site”. That address is now lost and cannot be reused in the immediate future.

  https://inmylittleinfinity.wordpress.com. is empty of content. You can start again with that site just by filling it with some content.

  If you are talking about different sites that do actually have some content you just click on “Settings” and scroll down on the right to “Start over”.
