Permanent Redirect for a Non-Profit HS Organization?

Hello,
I’m the new site maintainer for the non-profit Belvidere High School Performing Arts Boosters organization. They have already purchased a domain name, and are in the process of creating a new website. The organization does not want the site build in WordPress.
Unfortunately, I cannot find a way to:
– Access the . htaccess file
– Add a plug-in
– Add a PHP function to the template
with the access the organization has at WordPress.comIs there a way to implement a permanent (301) redirect w/o purchasing either a pro-plan, or the $13/year redirect plan?

Did they buy the domain through us, and if so can you share that? I wasn’t able to find it on this account.
Also, do you know who will be hosting the site? The hosting company should be able to provide name servers for you along with whatever tools you need to access the site. We exclusively host WordPress sites, and it sounds like you won’t be hosting here, though if you change your mind we’d be happy to help you get started!
If the domain is with us, here’s how to use other name servers with a domain registered at WordPress.com. You would need to be logged in with the account that owns the domain. You can also transfer the domain if needed. Again, this is useful only if the domain is registered here.
