  1. I am surprised that WordPress.com doesn’t accept incoming domain transfers
  2. I want to ensure that the Personal plan includes a credit for the domain mapping option. I believe that it does, but when I select ‘map a domain’ it adds the ‘Premium’ plan to the cart.
  Any help is appreciated.

  Yes, the personal plan does include a credit for mapping a domain that you already own elsewhere. You’ll be able to use that credit once you purchase the plan.
