PHP, changing header, password not letting me log in

After hours of attempting to update wordpress site (it says wordpress is on version 5.2.2) and the PHP (says it’s >5.6 but when I looked in my computer terminal (mac mojave 10.14.5) it states that I am running a version of 7.1.23 for php. I do not really understand coding and someone else built this site for me a few years back. Ultimately I am trying to get everything up to date so that I can add the woo commerce plug in and then add apple pay. So in the most basic terminology possible can you tell me why the php is not showing as update? It’s not allowing me to update the wordpress because of the php. And then I can’t add plugin because of those two. Please help! Also, I have some things on the header of my page (old logo and some photos) and I cannot figure out where to go to change that. Please help!!!!!
