  That site does not use the managed hosting environment from WordPresss.com. You will need to visit https://wordpress.org/support/forums/ to get assistance with that site.

  The most recent version of PHP is 7.3.9 and you’ll need to talk with your hosting provider about what they can support for your site. Sometimes they require an upgrade for this stuff.
