Placement of comment field

I need the comment field on top of the page, so the users don’t have to scroll past 150+ comments to enter their new discussion comments.
The problem exists on my Forum page.The blog I need help with is: (visible only to logged in users)

The position of the comment field is part of your theme’s design. You may be able to move it to the top of the page using custom CSS, if you’d like. If you’re new to CSS, we have some resources for getting started here:

Under Settings > Discussion in your dashboard, there is a section called Other comment settings. There is a setting there that says, “Break comments into pages …” If you enable that, you can choose how many comments to show at once, and visitors can click through to the other pages of comments to read the rest of them. That way, they don’t have to scroll as far to get to the comment box at the bottom.
