  Can’t I start a website without enrolling in a plan?

  I don’t have a site with WordPress.com yet

  Hi there,

  Yes you can start a new site here at any time: https://wordpress.com/start/

  During the signup process you can choose the free option (instead of one of our plans) to have a free site. Note that if you are asked to pick a site domain, just be sure to pick the free domain option when it is presented.
