why are there no way to pay monthy instead of having to pay that much up front. also if you all dont give an option of paying monthy. why not give the people who has the free version. the option of uploading their own theme?

WordPress.com works differently to self hosted sites that use the WordPress.org software. Here all sites are on a shared environment. Users can be confident that everything is secure. If people could upload any plugin or theme they liked that would open the platform to potential problems with bad code that could affect all WordPress.com sites. Consequently only themes found at https://wordpress.com/themes are permitted (unless you upgrade to the WordPress.com Business plan).
