    do I have to pay for a plan like the second one if I want in order to get it started and finish the set up

    I wasn’t clear exactly what you wanted to know. Did you want to create a second site with a paid plan? Could you please clarify your question a bit?

    Generally speaking, you can create as many sites as you want on your WordPress.com account. You can have a paid plan on a site. If you want multiple sites, each site will require its own paid plan, unless you want some sites to be on the free plan.
