  Yesterday there was a free basic plan and an upgrade of 2.99 or 3.99/month. Today, the free plan is now 2.99 and the first upgrade is 8.99. What’s happening here?

  What URL are you entering to see the list of plans?

  There should a a free, personal, premium, and business plan to choose from here:

  http://wordpress.com/pricing

  Let me know if you see something else or if you are looking at the list of plans from a different page.

  You currently are on the free plan. Whenever you create an account without paying for one of the three other plans, you automatically are on the free plan. You only see the free plan before you create your site. Now that the site is created, you only see the three plan upgrades.
