I work for an agency and we are looking to create landing pages for clients through word press. Is there a plan that will let us create and manage multiple landing pages/sites at once? How much would this cost?

All plans on WordPress.com are per-site only.
If, for example, each landing page must have its own unique domain (you don’t want to have example.com/page1, example.com/page2, but rather page1.come, page2.com, etc), you’ll need a completely separate site for each landing page, with each site upgraded to at least our Personal Plan.
If you have a landing page plugin in mind, you’d need the Business Plan for each individual site.
And while you can easily switch between multiple sites in the same WordPress.com account, there’s no way to make changes to all sites at the same time (if that’s what you’re asking).
For what you’re describing it might be better to go with another hosting provider that offer multi-site hosting plans, or where you can even set up a WordPress multisite network instead. You can find some more info on hosting WordPress yourself at these links:
