I need to create a wordpress website for my employer by the end of this weekend. I quickly went through the rules but had trouble with this one:

Regarding the themes, does that mean we are allowed or not allowed to?

What’s the actual question? “Regarding themes”? Allowed to what?
You can’t upload external themes. You can’t develop your own theme. If you know how to do CSS tinkering, you can buy the CSS upgrade and change the look of the blog, but not the functionality.

Yes, I know about that. But what I’m talking about is the first paragraph on wordpress’ terms of service. I really don’t understand that and I don’t know if I can do it

Did you mean this: http://en.wordpress.com/tos/ and if so, what part of it?

The first paragraph just says that they would like you to use their site but you must observe the TOS. Leaving a couple of broken links is not a good start.

Right, it says you must observe the TOS. What’s strange about that?
And what broken links? The first section (“The Gist”) includes these four links:

None of them is broken. -
The OP has a link that looks like tos but really goes to a Private blog log-in. So the link they think they are asking about does not go where they think they are sending us.
